a DVM on the TCA output (or ECU input) wire at the blue connector by the passenger foot box. Any time the clutch cycled the wire would go hot and the thermometer showed 40 some.
A possible temporary fix would be to snip the wire and put a swtch accross it. I have interrupted the connection and the center grille temp goes low and the compressor clutch does not cycle. I did not run it disconnected for a long period of time (garage tests only) so I cannot say if the evap would freeze.
I suppose it would eventually as that is the reason for the TCA after all.
